水资源合理配置(RWRA)
Rational Water Resource Allocation

    在一个特定流域或区域内，以有效、公平和可持续为原则，对有限的、不同形式的水资源，通过工程与非工程措施在各用水户之间进行科学分配。
    Rational and scientific allocation of limited and various water sources in effective, equitable and sustainable principle by means of engineering and institutional measures among users within a particular basin/region

- 公平性：区域间、用水户间及各 阶层间的用水分配

水资源系统空间关系描述
Description of Water Network

节点Nodes
     水源节点water sources：
         蓄水工程、提水工程、引水工程；
     输水节点water transmit：
         河道、渠道、管线的交汇点；
     平衡节点water consumption：
         工业区、城市、农业灌区、水电站、 乡镇等。
     水汇water tink：
         弃水、污水的最终流出处，如海洋、 湖泊尾闾等
